미얀마 민주화 운동 관련 성명서

 

 

지난 2월의 시작과 함께 본격화 된 미얀마 사태는, 무려 5개월이 지난 지금도 무력 충돌이 끊이지 않고 있다. 가장 취약한 어린이를 포함한 무고한 이들의 수많은 인명피해가 발생되고, 교육이 붕괴되며 민생을 위협받기까지 장기화되고 있다.

국제개발협력민간협의회(KCOC) 회원단체를 비롯한 대한민국의 국제개발협력 CSO들은 미얀마 민주화 운동과 관련하여 지금까지 지속적인 연대와 지지를 보내왔다. 평화적 시위를 무력으로 진압하는 폭력에 규탄하며 인권보호와 평화를 위한 성명서를 배포하였고, 국내외 인도주의 관련법의 기본원칙에 근거한 평화적 해결방안 마련을 요구하였다. 또한 식량 및 경제적 지원을 통해 민생의 안정을 위한 긴급지원의 방안 마련에 힘써 왔으며, 어린이 등의 취약계층을 대상으로 한 상담 프로그램도 제공해 왔다.

 

KCOC는 140여개의 단체가 회원으로 가입된 대한민국 국제개발협력분야의 민간협의체로 국제 구호개발과 인도적 지원을 위해 활동하고 있다. KCOC는 미얀마의 평화와 안정을 위한 연대에 적극 동참할 것을 다짐하며, 다음과 같이 우리의 요구를 전한다.

 

미얀마 내 무력충돌 희생자를 보호하며 그 피해가 더 이상 발생하지 않기를 요청한다. 인간의 기본적 권리가 보장되고 다양한 형태의 인도적 지원이 보장되기를 요구하며, 더 열악한 상황으로 내몰리고 있는 아동, 여성, 장애인 등의 취약층을 대상으로 한 지원과 보호를 강력히 요구한다. 특별히 이들을 위한 대한민국 국제개발협력 CSO의 긴급 구호 활동과 의료 활동이 보장되기를 요청한다.

 

우리는 대한민국 정부의 미얀마를 향한 인도적 사업 유지에 환영의 메시지를 전한다. 미얀마 사태 관련 국회 결의안에 대한 후속 조치를 조속히 마련해야 할 것이며 국제개발협력 시민사회와의 공동 논의를 통해 가능한 지원방안을 논의하는 등 구체적인 협력의 이행을 제안한다. 현장의 경험을 바탕으로 한 지역 전문성을 지닌 국제개발협력 시민사회와의 연대를 통해 대한민국 정부가 책임 있는 역할을 수행 할 것을 강력히 요청한다.

 

우리는 UN과 국제사회, 동남아시아 국가 연합(ASEAN)을 비롯한 세계 각국 정부에게 미얀마 내 지속되고 있는 폭력의 즉각적 중단 및 평화적 해결을 위한 방안을 구체화 할 것을 강력히 촉구한다. 또한 미얀마 내 점차 확산되고 있는 코로나 19의 효과적인 방역과 예방을 위해 국경을 넘어선 실질적 지원방안도 마련할 것을 요청하며, 미얀마의 현 상황이 더 이상 장기화 되지 않도록 국제사회의 강력한 개입과 지속적인 노력을 강력히 촉구한다.

 

우리는 [국제개발협력 NGO 행동규범] 및 [이스탄불 원칙]에 기반하여 인권 및 지역주민의 삶을 보호하는데 최선을 다할 것을 다짐한다. 한국사회 및 국제사회 등 다양한 이해관계자들과의 협력과 연대에 적극 동참할 것이며, 국제적으로 합의된 원칙을 존중하고, 보편적 가치와 공익에 부합하는 비전과 사명을 통해 누구도 소외되지 않는 세상을 위해 노력할 것이다.

KCOC Statement on Myanmar

An armed conflict has been raging in Myanmar for the last five months since the start of February 2021, growing in scale and intensity. Countless innocent lives, especially children, have been lost. Education has been destroyed, as have the livelihoods of ordinary folks.

 

Korean Civil Society Organizations (CSOs) specializing in international development cooperation, including those affiliated with the Korea NGO Council for Overseas Development Cooperation (KCOC), have steadfastly expressed solidarity and support for people in Myanmar fighting to protect their democracy. Since early on in the conflict, these Korean organizations have released statements condemning the violent suppression of peaceful protests and emphasizing human rights and peace. They have also been demanding the finding of a peaceful resolution based on the basic principles of humanitarianism and international law. Korean CSOs, moreover, have been enlisting resources to provide food and other forms of emergency assistance, as well as a counseling program for the most vulnerable, including children.

 

KCOC is a coalition of 140 Korean NGOs engaged in international development cooperation and humanitarian assistance. In reaffirming its commitment to solidarity with the people of Myanmar and support for efforts to find peace, KCOC and its member organizations hereby make the following demands.

 

We demand that victims of violence be shielded against further damage and injury. We demand that basic human rights be respected in Myanmar, and that diverse forms of necessary humanitarian assistance be delivered to its people. We strongly demand protection and support for the vulnerable—including children, women, and people with disabilities—already hit hard by the continuing struggle. In particular, we demand that Korean CSOs be allowed to provide emergency relief and medical aid necessary for these groups.

 

We welcome the Republic of Korea’s decision to maintain humanitarian aid for Myanmar. The Korean government should soon follow up with the National Assembly’s resolution (26th, Feb) regarding the current situation in Myanmar. We also suggest that the Korean government consult Korean CSOs on the best possible and specific measures for supporting the people of Myanmar. We urge the Korean government to do its part in partnership with Korean CSOs that have essential expertise and insight through their extensive field experience.

 

We also beseech international society such as the United Nations, the Association of Southeast Asian Nations (ASEAN), and governments around the world to find and implement concrete measures to bring the violence in Myanmar to an immediate halt and ensure a peaceful resolution of the current conflict. We also demand that cross-border collaboration continue toward ensuring response and prevention of Covid-19 in Myanmar. We implore the international community to continue its efforts to intervene in the situation in Myanmar to prevent protracted violence.

 

In accordance with the KCOC’s Code of Conduct for International Development Cooperation NGOs and the Istanbul CSO Development Effectiveness Principles, we reaffirm our readiness to do our best to ensure the protection of human rights and life in Myanmar. We will eagerly work with diverse actors in Korea and around the world in partnership and solidarity, respect the principles of international cooperation, strive for universal values and the public interest and continue our efforts to create a world in which no one is left behind.
